Before starting this I have to mention a sheer piece of idiocy. One user over at OCR has a button in his sig similar to the Firfox buttons with the text 'Jump on the Bandwagon'. The button links to www.overrated.com which I'm told holds the secret about Firefox. Unless the secret is that it's an unregistered website I don't think he's all that smart.
Anyway onto this month's best site. It takes forum form and is in fact the forums of webcomic Gangsta City. As well as forcing new users to read the rules (quite niftily too) it holds som truly great pictures in the HELL section. Anime nazis (sorry but I'm a sucker for anything cute nazi or not), some pretty sick pictures and loads more. Check it out as it's loads of fun.
